New Funding Calls under the Digital Call Proposals (December 2025)
The European Commission officially announced the Digital Europe Programme (DIGITAL) Work Programme for 2025 to 2027 and thus the allocation of €4 million for strategic investments in cybersecurity.
Under the Cyber Solidarity Act, a pan-European network of Cyber Hubs is being established as part of the European Cybersecurity Alert System. Building on previous investments in national and cross-border Security Operations Centres (SOCs), this call supports the creation and consolidation of National and Cross-Border Cyber Hubs.
1) National Cyber Hubs will act as the main national entities responsible for collecting, analysing, and correlating cybersecurity data. They will serve as key points of contact for national CSIRTs, ISACs, and other competent authorities.

2) Cross-Border Cyber Hubs will connect national nodes to enable the exchange of cyber threat intelligence (CTI) at a pan-European level, supporting real-time situational awareness and joint analysis of cross-border threats.

Two workstreams are included in the call to support Cyber Hub activities:
- Joint Procurement Action with participating Member State(s).
- Establishment and operation of the National/Cross-Border Cyber Hub, supported by a grant covering preparatory activities, stakeholder cooperation, and operational needs.
Applications must cover both workstreams. Grants will only be awarded to applicants who successfully pass the evaluation of the Joint Procurement Action.
Proposals can be submitted from 09 December 2025 until 28 May 2026 – 17:00 CET.
